Leadership Team

Catalyst is lucky to have a leadership team committed to serving the Butte County community.

Anastacia L. Snyder: Executive Director

Anastacia is the Executive Director at Catalyst. In this capacity, she is responsible for the overall management of the agency’s operations. In addition to her work, Anastacia holds many state and local leadership positions including a Governor’s appointment to the California Office of Emergency Services Domestic Violence Advisory Council where she is the current co-chair, as well as a Regional Policy Representative to the state domestic violence coalition’s Public Policy and Research Committee. Locally, Anastacia participates on the FEMA Board serving as the chair, the Butte County Homeless Continuum of Care Council serving as the chair, Children’s Services Coordinating Council serving on the Executive Committee, and the Chico Chamber of Commerce serving on the Board of Directors. Anastacia has also been an active Rotarian since 2008.

Anastacia has worked for Catalyst since 1996. Anastacia is a proud graduate of Saint Mary's College of California, and went on to complete a Master’s Degree in English from California State University, Chico. She is dedicated to providing vital safe housing and social services to victims of domestic violence and their children in the community in which she lives and serves.

Jackie Kent: Associate Director

Jackie Kent is the Associate Director at Catalyst. She is responsible for the oversight of drop-in services, the Prevention and Outreach Program, and the Law Enforcement Partnership. She also serves as the North Regional Representative and Board Member for the California Partnership to End Domestic Violence.

Jackie has worked at Catalyst since 2010. She has lived in Butte County for over 15 years. Her background includes overseeing Catalyst’s Housing and Volunteer Programs, a Master’s of Social Work from California State University, Chico, and the completion of the Aspiring Allies and Leading Up! Academies with the Women of Color Network.

Eric Ruben: Administrative Director

Eric is the Administrative Director at Catalyst. Eric’s responsibilities include fiscal functions (budgets, payroll, grant reporting, accounts payable, bank reconciliation, and audits), human resources, Equal Employment Opportunity Plans (EEOP), and safety officer. Eric provides financial reports to the Board of Directors and prepares for the annual independent CPA single audit.

Eric has worked at Catalyst since 2011. A California native, Eric has lived in Butte County for over 30 years. Graduating from California State University, Chico with a B.S in Business Administration (Accounting), Eric has worked in the public benefit sector since 1990. Eric’s background includes working with United Way of Butte-Glenn Counties and Valley Oak Children’s Services, in addition to being a founding board member of the Stonewall Alliance of Chico.

Ann Winters: Housing Director

Ann is the Housing Director at Catalyst. In this position, Ann provides trauma informed leadership and support for all of Catalyst’s housing staff and programs, including our 32-bed emergency shelter, three transitional houses, a Rapid Rehousing program, and Housing First program. Ann is member of the Butte Countywide Continuum of Care and the Camp Fire Long Term Recovery Group. She has also been a member of the Greater Chico Homeless Task Force and the Homeless Management Information System (HMIS) Committee. Ann is committed to reducing barriers and increasing access to safe housing and supportive services for the local homeless community.

Ann has worked at Catalyst since 2011. Before joining the Catalyst team, her background included working for Children's Services Division (CSD) with a focus on families struggling with substance abuse. She values time spent with her family, especially her children and grandchildren.
